The Toronto Public Library (or PL in the Tdot as the kids call it) is the best service in the city. 

 The TPL's greatest strength is that it has stayed relevant.  The branches all over the city reflect the multicultural mix of that community.  The librarians and other staff do a fantastic job of providing a service to help people adopt to living in a new country while maintaining links to their old country.  And, the TPL has an excellent TPL web based catalogue search system that allows you to request any part of their collection that is in circulation.

While the TPL branches are actively used, I am always surprised by the number of people I know who live in Toronto, are avid readers and never use the public library.  As my Scottish da would say, 'The books are free at the library'.
